You should do both. It's difficult to say which is better, but in general it would be better if the page's topic is relevant to the link. So a forum could be better if you are posting in a topic relevant forum. But if you have the time you should do both because both types of links will be helpful. Just try to avoid spammy directories and forums.

Getting backlinks form forum are very easy and simple and links from directories have lot of effective on SEO... so both are equally good
